Procurement and Contracting 

 

Within Royal Haskoning Industrial Installations we are pleased to have a team of dedicated specialists who are responsible for Procurement and Contracting. Our aim is to purchase products and services which are project specific and are indispensable in order to execute project completion to the full satisfaction of the client.

Therefore we follow a standard process, which includes Request for Quotation, Offer (together with evaluation) and Negotiation in order to establish a sound contract. Part of our Procurement & Contracting services is to execute an order in a safe manner, on time and within budget, to obtain the required materials and services as contractually agreed.  It is without a doubt that all offices and disciplines within Royal Haskoning can build and profit from the expertise available within our group.

Our activities rely on 3 discipline areas: Procurement, Inspection and Expediting and Contracting.

Procurement
The procurement-process starts initially from the receipt of the project quotation, a tightly directed, multipurpose instrument. The aim of procurement is to obtain the required quality of materials at the most economic price and within required the delivery period.  The aim is to minimize the risks that the client  and/or Royal Haskoning may incur with a supplier and to make the progress of the project transparent. Only after all offers are internally technically and commercially evaluated is a contract placed with a supplier and then forwarded on to the expeditors and inspectors.

Inspection, Material and Vendor Document Expediting
Upon order placement, it is imperative for project planning and construction purposes, that essential information be collected and shared with the project team. Vendor drawings are required to be submitted for review and approval purposes, on a tight time schedule, in order for supplier’s to place material orders and for production to start to meet the required on site dates. It is essential therefore that a vendor document control and material management control system is maintained and information expedited in order to guarantee that supplier’s comply with their promised delivery dates.
Based on the type of equipment and the client requirements, a quality control of the manufactured goods is performed. Before the start of production, a pre-inspection meeting is held to determine the quality control witness/hold points required throughout the manufacturer life of the equipment. These witness/hold points will be checked by fully trained 3rd party inspection personnel and/or by the responsible engineer. Only after full compliance to the requisition/specification requirements, is an Inspection Release Certificate issue in order to release the material for shipment.

Contracting
In order to execute services on behalf of our clients or for ourselves, it is the job of our experts in Contracting to hire contractors and/or specialists to perform these services. A fixed execution plan indicating a detailed execution will be followed.
The legal aspects of any issued contract will be covered and implemented by our Legal affairs department. The final basis of a contract is ultimately determined by the nature of the project itself, matters such as planning, construction, progress meetings, required staff levels, construction conditions, communication lines and payment procedures play an important role. Once the contract is officially awarded and signed, our contracting department will remain involved in order to control and monitor various aspects such as safety issues, additional and/or cancellation of work, progress and material supplies.
